This royal standard was adopted 24th February 1914. Source: Neubecker 1933.

This was the only standard of a German sovereign which followed the Austrian pattern of a triangled border or Zackenrand ('border of tines', see the Austrian imperial standard at Zeljko Heimer's FAME website) after the turn of the century. In the late 19th century there were other German states which also used such a pattern, for instance Brunswick. Source: Neubecker 1939a.
